Fir Against OUAT VC For 'Irregularities' Lodge

Bhubaneswar: Dec 24; A Cuttack-based lawyer has filed an FIR against Odisha University of Agriculture and Technology (OUAT) Vice-Chancellor Prof Manoranjan Kar alleging that the VC was involved in financial irregularities, corruption and also made illegal appointments in the university.

Lawyer Alekh Chandra Tripathy has filed the FIR at the Khandagiri police station here recently as he did not get any result from the State Government and also from the Secretariat of the Chancellor of Universities and Governor.

The complainant has also questioned the legality of the VC availing pension.

Tripathy said as per pension rule who resigns as an employee ceases to get pension benefit unless allowed to withdraw. "But Prof Kar is availing pension though he relinquished the university cadre as an employee on March 17, 2013 and assumed the office of Vice-Chancellor,"said Tripathy.

He has also raised objection on drawl of dearness allowance (DA) by the Vice-Chancellor, who is only eligible for fixed pay but is not entitled for benefit of DA as per the State Finance Department order dated April 21, 2009. "Inaction of the State Government and the Chancellor in curbing irregularities is evident from the rising cases in High Court and other courts," said Tripathy. Tripathy further said two PILs are pending in the Orissa HC over the alleged irregular appointment of the VC.

When contacted, Prof Kar strongly refuted the allegations and said the OUAT affairs are being conducted within the purview of law.

"The OUAT is doing well in all respects. Last year, we received Junior Research Fellowship award from the Prime Minister as a record number of students got fellowship after clearing the All-India Entrance Test 2014-condected by ICAR. If I engage in irregularities, would such laurels come to the OUAT," argued Kar.
