Cuttack, Nov 20: Taking a serious note of the delay in completion of the Bhubaneswar-Puri National Highway, Orissa High Court on Thursday issued notices to the state and Centre asking them to file counters within two weeks on a PIL.

A division bench headed by Chief Justice Amitava Roy issued notices to the state chief secretary, secretary, Union Surface Transport department, National Highway Authority of India (NHAI), Revenue Divisional Commissioner (RDC) and Puri district collector while hearing a petition filed by advocate Nishikanta Mishra, who alleged delay in construction work of the Bhubaneswar-Puri NH before the "Nabakalebar" of Lord Jagannath in July next year.

The PIL alleged that neither the state or central governments were serious about the early completion of the NH ahead of the holy ritual of the Lord Jagannath in Puri.

The court also sought explanation from the state government within two weeks about the steps taken by the authorities to ensure traffic arrangements at Pipili and Chandanpur bypass roads.

Earlier, the court had lifted the stay order for demolition of a company premises near Bata Mangala and a temple at another place to expedite the construction work of the road, acting on a report that construction of roads had been affected at some places along the NH due to a stay order.
